Please see below the message from HMRC regarding the current technical difficulties for goods entering the UK via Dover port.
We are aware of technical difficulties with some border systems this morning and are investigating urgently. This issue is causing all vehicles to be sent to IBFs.
To assist with traffic management in the local area HMRC are temporarily permitting goods to travel direct to their destination, without visiting an IBF, even if directed to do so unless the circumstances below apply:
Drivers moving goods via Dover port only need to attend an Inland Border Facility if:
Moving goods going to an office of departure or office of destination (starting or ending a transit movement)
Using any carnet or document (such as a Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) permit) that need to be processed by Border Force.

This is a temporary measure only and we will provide a further update as soon as it is available.
The problems we are seeing are not directly related 999L related but please be aware 999l changes have now taken effect.
